POLICE BLOTTER

We would like to thank all of the readers who have commented on the
first week of our Police Blotter feature in the Tribune-Press. All
but one of our responders liked the new feature and were in favor
of continuing the feature.
* A reminder… some police items of a sensitive nature, such
as crimes involving children, some sexual offenses, and certain drug
investigations will either not be included, or will not include any
information that might cause harm to an individual, especially a child,
or could hamper an active drug investigation. It should be noted that
at any given time their may be numerous drug investigations ongoing
within the village limits.
This week we will include police items from Friday, November 11 to
Friday, November 18.

FRI. NOV. 11
1:04 a.m. – Patrols to 40 Johnstown Street to check on the welfare
of a resident. Patrol requested that Gouverneur Rescue Squad be dispatched
to that location… Rescue Squad dispatched.
3:12 a.m. – Downtown business district check… all is secure.
8:54 a.m. – Hammond resident called to report a property dispute
with a Sleepy Hollow Road resident. Patrol informed of complaint.
10:10 a.m. – Barnes Street resident reported locking keys in
vehicle. Patrol advised of complaint.
10:18 a.m. – Rowley Street resident reports there’s a
black lab in the neighbor’s pool at 96 Rowley Street. Patrol
enroute Resident called back to report people in the neighborhood
freed the dog from the pool and it was last seen running up Rowley
Street.
11:15 a.m. – Patrols to West Main Street to investigate a domestic
abuse report and a possible assault. Patrol spoke to both parties
involved,
11:56 a.m. – Green Funeral Home requests a funeral escort for
1:40 this afternoon. Request documented.
12:58 p.m. Wilson Street resident reports finding debit card at Northern
Federal Credit Union, East Main Street. Attempt will be made to locate
owner. (On 11/12 owner picked up property from police station).
1:22 p.m. – Patrol to 28 William Street for multiple alarms.
Employee stated that all is secure at that location.
2:14 p.m. – Patrol to Hailesboro Street for a report of possible
gunshots. Complainant called back to say that neighbor was repairing
four-wheeler and made the noises reported.
5:45 p.m. – Claxton-Hepburn Medical Center called and faxed
a mental health pickup order for a North Gordon Street subject. Pickup
order was executed (6:56 p.m.) and patrol is enroute to Ogdensburg
with subject. Patrol reports being back in the village at 8:30 p.m.
5:51 p.m. – St. Lawrence County 911 reports a 911 hang-up call
from a West Main Street residence. Patrol reports (5:56 p.m.) all
is okay at that residence.
6:42 p.m. – West Barney Street resident called to report a neighbor
wanted him to come into the street and fight. Patrol spoke to suspect
and advised against further contact with the complainant
9:58 p.m. – Business alarm at Kinney Drugs, 157 Factory Street.
Patrol reports building is secure. Kinney employee advised and is
on the way to reset the alarm.
11:50 p.m. – McDonalds employee reports a male subject in the
parking lot slumped over the steering wheel. Patrol dispatched to
that location. Patrol reports that Lee P. Smith, 48, of 101 East Main
Street, Gouverneur, is in custody for suspected driving while intoxicated.
Patrol enroute to station with suspect for processing. Drivers check
indicates that subject has two previous DWI convictions in the past
10 years and a suspended license. A search of Smith also turns up
a small amount of marijuana. He is charged with Driving while intoxicated
(felony), aggravated unlicensed operation (felony) and unlawful possession
of marijuana. Smith is arraigned before Town Justice Stanley Young
and is ordered held without bail. Mr. Smith is remanded to the St.
Lawrence County Correctional Facility.
SAT. NOV. 12
1:45 a.m. – Owner of Palm’s Bar, 9 William Street, reports
a window broken and alleges criminal mischief. Alleged suspect questioned
on William Street. The investigation will continue.
3:05 a.m. Richville resident called to report an assault at Palm’s
Bar, 9 William Street. Victim is a patient in the emergency room at
E.J. Noble Hospital. Patrol is investigating incident.
4:23 a.m. – William Street resident called to inform PD of a
possible suspect from an earlier theft of a video game system and
games.
10:58 a.m. – Austin Street resident reports a heated argument
between a town of Gouverneur resident. They wished to have a documented
report on file.
12:17 p.m. – Gouverneur Rescue Squad to 67 Popple Hill Road
for a female, 5, with a tongue injury.
12:34 p.m. – Gouverneur Fire Department to 1423 County Route
12 for a small field fire.
5:08 p.m. – Gouverneur Fire Department to California Road for
a reported fire in a swamp.
5:16 p.m. – Harrisville resident reports locking keys in vehicle
at Larch Circle. Patrol able to unlock vehicle.
6:08 p.m. – St. Lawrence County 911 reports a 911 hang-up call
from 92 Prospect Street. An investigation reveals a two-year old playing
with the phone made the call.
6:47 p.m. – Patrol investigates a minor two-car motor vehicle
accident on Main Street. No injuries and no tickets issued.
8:44 p.m. – Gouverneur Rescue dispatched to 90 Parker Street
for a female, 69, sick call.
11:58 p.m. - Patrol to 48 William Street for a noise complaint.
SUN. NOV. 13
2:09 a.m. – Business district check. All is secure.
2:26 a.m. – Washington Street resident called to report a domestic
situation. Patrol to that location.
2:53 a.m. – South Street resident reports a heavyset male wearing
a hooded sweatshirt just tried to enter their house. Patrol enroute
to investigate complaint.
11:55 a.m. – Gouverneur Rescue and Richville First Responders
dispatched to 580 County Route 18 for a male, 41, sick call.
6:40 p.m. – Gouverneur Rescue and Gouverneur Fire sent to Route
58, Fowler, for a one-car rollover with possible injuries.
MON. NOV. 14
8:51 a.m. – Business alarm reported at Kinney Drugs, 29 East
Main Street. Store employee called back to report a false alarm.
9:37 a.m. – Grove Street resident reports the theft of an American
flag from their porch.
9:54 a.m. – Town of Gouverneur resident reports locking their
keys in vehicle at Family Dollar. Patrol couldn’t unlock that
type of vehicle. Reliable Towing notified.
11:46 a.m. – Gouverneur Fire Department and Gouverneur Rescue
dispatched to a personal injury accident near the county line on Route
11. Initial reports are the crash involves a car and a horse trailer.
12:05 p.m. – St. Lawrence County District Attorney’s office
faxed subpoenas to be delivered for cases upcoming in Gouverneur Town
Court.
12:20 p.m. – The Owner of Family Shoe Store, Clinton Street,
reports a Park Street resident has entered the business and is ranting
and raving. The person in question left when asked to. Investigation
started. All parties involved will be interviewed.
12:21 p.m. – Gouverneur Rescue and Richville First Responders
sent to 1121 U.S. HWY 11 for a female, 90, head pain.
1:47 p.m. – Gouverneur Rescue sent by mutual aid request from
Edwards Rescue to 85 New Street, Edwards, male, 43, difficulty breathing.
3:09 p.m. – West Barney Street resident in office seeking a
correction slip for a headlight ticket issued by State Police.
3:42 p.m. – State Police at Ray Brook call requesting records
checks for pistol permit applicants.
3:44 p.m. – Patrol to the municipal parking lot near Aubuchon
Hardware to speak with a 17-year-old involved in a domestic situation
with their mother. Patrol spoke with teen.
5:02 p.m. – Fight reported in the Key Bank parking lot. Patrol
spoke with two females who stated that they were just horsing around.
5:18 p.m. – Canton resident reports property damage accident
in the municipal parking lot. Just wanted a report on file. No significant
damage reported.
5:53 p.m. – St. Lawrence County dispatch reports a 911 hang-up
call from 50 Water Street. Patrol discovered that the resident tried
to call the 9-0-1 area code and misdialed.
5:56 p.m. – A Sleepy Hollow Road resident reports a burglary
at their apartment. Stolen were several video games and accessories
with an estimated value of $375. Investigation opened.
8:38 p.m. – Richville Fire Department sent to Route 812 (DeKalb)
for a report of a motorcycle accident with a barbed wire fence. Two
injuries reported.
8:57 p.m. – U.S. Border Patrol requests assistance with a traffic
stop near the Dollar General on West Main Street. Two officers are
enroute.
9:00 p.m. – Gouverneur Rescue Squad sent to 165 Lockie Road,
female, 48, chest pains.
9:16 p.m. – Patrol at the West Main Street traffic stop reports
the arrest of Brian M. White, 32, of Hogansburg, for aggravated unauthorized
operation of a motor vehicle third degree (three suspensions) and
possession of marijuana in the second degree (felony). Patrol reports
that the suspected marijuana was discovered under the hood wrapped
in underwear and tee shirts. The suspected drugs weighed 2.295 pounds.
Mr. White was processed by the Border Patrol. Village Police then
picked up Mr. White at the Border Patrol station in Ogdensburg and
returned him to the Gouverneur station for processing. Mr. White was
arraigned before Town Justice John Riordan and remanded to the St.
Lawrence County Correctional Facility on $10,000 cash bail or $20,000
bond.
11:20 p.m. – A Little Bow Road resident reports being punched
in the face at the VFW, West Main Street. The complainant states that
he will be in to file a complaint.
TUE. NOV. 15
10:15 a.m. – Several alarms received from Kinney Drugs, 29 East
Main Street. Employee reports false alarm.
10:45 a.m. – New York State Police Mohawk Casino detail request
a records check on an employment applicant.
10:45 a.m. – An investigation is started after the report of
a possible rape in the village.
4:08 p.m. – East Barney Street resident reports her vehicle
was struck on Nov. 14. The father of the driver of the vehicle that
struck hers contacted her and insurance information was exchanged.
4:38 p.m. – A village resident reports that they are headed
for Florida for the winter and requests that patrols make periodic
property checks at their residence.
4:53 p.m. – Scotch Settlement Road resident reports keys locked
in vehicle on East Main Street. Patrol responded and unlocked the
vehicle.
5:15 p.m. – Gouverneur Rescue Squad to the Clearview Motel,
Route 11, for a male with alcohol-related issues.
6:38 p.m. – Factory Street resident reports that their mailbox
had just been struck by a dark colored Jeep. Patrol is responding
to look into the matter.
WED. NOV. 16
1:27 a.m. – Hailesboro Street resident requests that a Gouverneur
couple who had been staying at their location be advised that they
are no longer wanted there. Patrol advised of complaint.
10:01 a.m. – Austin Street resident reports that a trailer pulled
by a dump truck is tipped over in the road near Old Route 58. Patrol
responded and contacted State Police to investigate.
11:04 a.m. – East Main Street resident reports dogs barking
at the neighbors house. Patrol responded and determined that the complaint
is unfounded at this time.
12:15 p.m. – Kinney Drugs employee, East Main Street, reports
a customer has locked their keys in the car. Employee called back
and said they were able to get it open.
12:20 p.m. – Park Street resident reports domestic issues between
he and his estranged wife, including custody issues.
12:57 p.m. – Gouverneur Rescue Squad to 247 West Main Street
for a female, 44, with seizure issues outside the residence.
1:34 p.m. – Two bench warrants are issued by Gouverneur Town
Court to be executed.
2:40 p.m. – Antwerp resident reports a vehicle passing a stopped
school bus on Johnstown Street. Patrol informed of complaint.
3:22 p.m. – Town of Gouverneur resident reports a couple fighting
in the Price Chopper parking lot. Patrol responded with negative results.
3:30 p.m. – Bullard Street resident reports losing both license
plates.
4:02 p.m. – Gouverneur Rescue to U.S. 11 (south) for a female,
37, in a vehicle experiencing chest pains.
5:28 p.m. – Scotch Settlement Road resident reports an erratic
driver in that area. Patrol responded and it was determined who the
erratic driver was. Patrol will speak to the suspect.
5:45 p.m. – Tractor-trailer driver reports a dangerous driver
on East Main Street. Patrol advised.
6:07 p.m. – Hailesboro Street resident reports having issues
with text messages from a former boyfriend. Patrol spoke with both
parties.
7:02 p.m. – Gouverneur resident reports a possible fraud. States
that bank card had been accessed and several hundred dollars had been
charged to the account.
THU. NOV. 17
12:15 a.m. – Gouverneur Rescue to 519 Sleepy Hollow Road for
a male, 41, seizure.
2:38 a.m. – Business district check is concluded. All secure.
9:00 a.m. – Gouverneur Rescue Squad to 85 New Street, Edwards,
mutual aid call for a female, 32, sick call.
10:17 a.m. – An official with CIVES, Church Street, reports
a vehicle parked at that location for several days. Owners of vehicle
will be contacted.
10:38 a.m. – Two-car motor vehicle accident reported at Community
Bank. No injuries reported and no tickets issued.
10:39 a.m. – Antwerp resident reports losing a license plate.
Report filed with DMV.
11:32 a.m. – Gouverneur Rescue Squad to 72 Park Street for a
Lifeline activation.
12:12 p.m. – Gouverneur High School official reports a man at
the school confronting boys about harassing his granddaughter. Patrol
enroute.
12:29 p.m. – Watertown resident reports the theft of a cell
phone… suspects a Gouverneur resident. Investigation started.
2:45 p.m. Gouverneur Rescue to 1119 U.S. HWY 11for a female, 44, seizure
activity.
4:00 p.m. – Fowler resident reports a domestic issue at a Prospect
Street residence. Patrol spoke to individuals involved.
4:32 p.m. – Richville resident reports keys locked in vehicle
at a village address. Patrol advised.
6:10 p.m. – Patrol advised of possible custody issue. Situation
investigated.
8:00 p.m. – Jefferson County 911 reports an erratic driver on
Route 11 headed into Gouverneur. Patrol advised. Vehicle in question
stopped (8:10 p.m.) Vehicle and operator are valid.
8:02 p.m. – Rowley Street resident reports someone struck a
vehicle at that location. Patrol advised.
9:56 p.m. – Gouverneur Rescue Squad to 25 Graves Street. Male,
69, sick call.
11:33 p.m. – Pooler Street resident called with a noise complaint
at 61 Clinton Street.
FRI. NOV. 18
7:30 a.m. – Gouverneur Rescue mutual aid to 9 Second Street,
Edwards, female, 78, fell.
10:42 a.m. – Gouverneur Rescue to 68 West Main Street, female,
87, knee pain.
12:43 – 911 call reports a pickup truck-bus accident in front
of 209 East Main Street. Gouverneur Rescue and Gouverneur Fire dispatched.
Patrol enroute. A Gouverneur Central School District school bus operated
by Floyd J. Simmons, 68, of Bullard Street, Gouverneur, had stopped
in traffic when he was rear-ended by a 2004 Ford pickup truck operated
by Ryan Wicks, 32, who told patrol that he was distracted while talking
with a passenger and didn’t see the bus stop. The only passenger
on the bus was a bus monitor. No injuries were reported. Mr. Wicks
was ticketed for following too closely and driving an un-inspected
vehicle.
3:57 p.m. – West Barney Street resident reports sewage pouring
out from a cleanout in the street near his location. DPW notified
and will respond.
5:47 p.m. – Gouverneur Rescue, Richville Fire and First Responders
dispatched to the report of a two-car motor vehicle accident with
injuries on the Boland Road, near Richville.
6:22 p.m. – A Spencer Street resident reports the side window
of their van was smashed while the vehicle was parked near New York
Pizzeria on East Main Street. Patrol investigated. State DOT notified
about the need for glass cleanup at that location.
6:36 p.m. – Beckwith Street resident reports someone damaged
windows in a camper at their home. Patrol advised of complaint.
7:57 p.m. – East Main Street resident reports a water issue
in his basement. DPW contacted.
8:29 p.m. – Rowley Street resident calls to report that he had
hit a dog near 82 Rowley Street.
8:48 p.m. – Village resident called to request a patrol check
on their residence when possible as they would be gone for the weekend.
11:57 p.m. – William Street resident called to report a unwanted
subject at their residence who would not leave when asked to. Patrol
dispatched to that location.
